About the Role:
The Senior Program Manager will play a crucial role in managing the M1128 base bleed propellant grain production program, in partnership with the Naval Surface Warfare Center Indian Head Division (NSWC IHD) in Indian Head, MD. This position is pivotal for ensuring the program's success, aligning resources to meet objectives within the scheduled milestones and established budget. The ideal candidate will be a highly skilled manager capable of overseeing multiple Department of Defense (DoD) programs, with a focus on collaboration, efficiency, and quality.
Key Responsibilities:
  • Act as the Program Manager for significant DoD Contracting projects, with annual revenue exceeding $75M.
  • Serve as the primary point of contact for all program-related communications, including programmatic, technical, cost, and administrative aspects.
  • Lead bid and proposal preparation, report generation, and presentation coordination.
  • Drive cost minimization and risk management efforts for the program.
  • Ensure the delivery of high-quality final products within budget and schedule constraints.
  • Develop and maintain comprehensive program plans, including schedules, budgets, and resource allocations.
  • Manage program risks, issues, and opportunities, ensuring timely and quality project deliverables.
  • Foster and maintain strong relationships with key stakeholders, providing regular project status updates to senior management.
  • Ensure strict compliance with DoD and FAR regulations, developing and managing project WBS and tracking project performance.

Job Requirements

Qualifications and Requirements:
  • Proven multitasking ability with a keen eye for detail.
  • Strong time management and organizational skills.
  • Bachelor's degree in engineering or a related technical field.
  • At least 10-15 years of experience in program management within DoD programs.
  • Familiarity with DoD acquisition processes and contracting requirements.
  • Exceptional communication, negotiation, and presentation skills.
  • Independent, analytical, and problem-solving capabilities.
  • Willingness to travel domestically and internationally as needed.
  • ISO 9001:2015 training is preferred.
  • Proficiency in Microsoft Office suite.
Physical Demands and Working Conditions:
  • Comfortable with prolonged sitting and the use of office equipment and computers.
  • Ability to transition easily from sitting to standing positions.
  • Occasional travel to supplier and customer facilities, including the Indian Head Naval base.
  • Eligibility to obtain a Secret Security clearance.
  • Work is primarily conducted in an office setting with some travel required.
