Our Client, a Public Utility that provides natural gas and electricity to the majority of Michigan s 10 million residents is seeking a talented and self-driven individual for needs serving in the role of Construction Project Cost Controller.

Job Description

Our client s Field Cost Controls & Support (FCC) is responsible for monitoring and managing the safety, project costs during the construction phase for a project and reports directly to the Cost Controls Lead while serving the Project Manager and working closely with the Construction Manager & Field Leaders affected by this scope of work. The FCC assigned to the construction phase of a project, contract or consumers company, verifies and approves for processing all Invoices such as invoices by time spent at project site including travel, per diems as well as other expenses, such as communications packages. Ensuring daily project activities & materials used are billed correctly to the affected project. If multiple projects are managed concurrently, ensuring all invoices contain the correct information needed for billing to the correct project. Time & Material Management, hours worked, PO s and other project related accounting issues are to be resolved directly with the Contractor before submitting to PM. The FCC will resolve any paperwork issues prior to approving any Contractor invoices for processing before invoices are submitted to the Project PM to ensure accuracy and honesty of such documents. The FCC will verify all inspection documents against contractor progress reports and promptly correct any discrepancies.

The FCC will assist the Construction Manager with maintaining all field documents and inspection records during construction and may help with the delivery of such documents to the assigned closeout agent for the project in a neat and orderly fashion. Original Inspections & Test Reports are to be provided to the appropriate Gas Headquarters at the time the In Service Turnover Checklist is signed off by the appropriate Field Leader(s). The FCC will assist with completion of Project Closeout processes such as providing copies of inspection reports for project closeout documentation.

The FCC will daily monitor the cost of manpower, equipment, & materials from the Construction Contractor while validating invoice amounts with inspector submittals. This includes field site visits during construction to spot check records being kept by the inspectors at each construction location. The FCC needs aptitude in Microsoft Suite and is comfortable working in Excel.

The FCC has authority to create, monitor and verify any Field Change Order (FCO) and Project Change Notices (PCN) with the contractor, but does not have the authority to sign or execute such change requests. Such change requests can only be executed by the PM. The FCC s role is to only monitor, track and communicate any project changes and associated project expenses to field change orders and project change notices to the affected PM and Contractor.

The FCC will assist in ensuring the work adheres to plans and specifications, MIOSHA, Michigan Gas Code, and current Environmental standards and best practices.

Skills

Associate degree minimum, Bachelor degree preferred

5 + years construction cost control experience
